在祖国南方某地雁鸿岭，流传着许多红军英雄的革命故事。在雁鸿岭下，有一所铁路职工子弟学校，五年级小学生杨青琥和他的小伙伴们，经常到雁鸿岭进行“军事演习”。在青琥的图画本里，画的都是黄继光、董存瑞、雷锋等英雄人物，但他对平凡劳动与革命英雄之间的关系缺乏应有的理解。在一次暴风雨中，山洪暴发，冲坏了铁路，使列车停止了运行。抗洪突击队员们冒着倾盆大雨，紧急集合，迅速奔赴抗洪前线。。Framing StoryDr Martin (Robert Powell) arrives at a secluded asylum "for the incurably insane" to be interviewed for a job by the wheelchair-using, authoritarian Dr Lionel Rutherford (Patrick Magee).
