位于旧上海法租界的马思南路监狱，羁押着巡捕房探长钟朗及其搭档韩非、医科大学女教授于胜男联手抓捕的割喉杀人狂魔余利本。在余魔即将送上刑场的前一天，他强烈要求会见钟探长。考虑到割喉案背后隐藏的军粮案，有关方面同意了这次会面，寄望于钟朗能从余的口中套出真相。此次会面无功而返，原因为割喉案就此告一段落，谁知夜晚监狱着火，余利本竟趁乱伪造假象逃之夭夭。 饿虎归山，这个早已丧失人性的恶魔对所有曾“迫害”他的人展开疯狂报复，这其中便包括钟朗三人及其最重要的人，危机真正降临……。The film is based loosely around events in December 1995 that culminated in the murders of three drug dealers in Rettendon, Essex, UK.
