本片描写了二战期间纳粹占领下的挪威，一支德军驻扎到特莱斯这个仅800居民的渔业镇上，当地百姓立即分成了三派，鱼罐头厂卡斯帕明确表示支持德国人；医术高超的马丁医生则保持中立；工人贡纳和马丁医生的女儿凯伦则加入到当地抵抗组织，他们在英国特工帮忙下获得了武器。德军指挥官豪普特曼·科宁中尉对当地人民的反抗非常恐惧，不断对当地百姓进行残酷镇压。一天，当德军因为报复德国士兵被杀死，要当众杀害包括马丁医生在内的抵抗组织成员时，全镇有正义感的人不再沉默了，他们在贡纳指挥下同仇敌忾，纷纷拿起武器，投入到消灭侵略者的战斗中… 片尾旁白： “如果还有谁不知道为什么会有这场战争……让他看看挪威” “如果还有谁幻想这场战争可以避免……让他看看挪威”。Inspired by W.G.
